
Since its launch in 2018, the Statelessness Index has become a vital tool for monitoring how European countries protect stateless people, and track the measures being taken to prevent and reduce statelessness. Now with data from 34 countries, the Index has evolved and achieved significant impact as a comparative tool that informs research, advocacy, and policy efforts to end statelessness in Europe.
Now, as we approach the ninth year of the Index, we’re taking a moment to reflect. And we need your help.
Reflecting on the Index and its impact
The Statelessness Index has grown significantly in coverage and scope since it was conceptualised and created by the ENS Secretariat. With critical funding support from UNHCR, starting as an initial group of six countries, it has grown to include data covering 34 European countries. We have expanded the issues covered, including information on aspects such as temporary protection, asylum procedures, and intersectional discrimination. We have also added a section with national resources, produced thematic briefings on SDPs, birth registration and deprivation of nationality, and published annual state of play assessments on statelessness in Europe.
Maintaining such a rich and diverse source of information requires time and skill, so we want to make sure that we’re investing capacity where it’s most needed. To ensure the Index continues to meet the needs of our users and remains a powerful tool for change, we’re taking a moment to reflect and take stock as we plan for the Index’s future. We want to understand how the Index is being used, who it serves, what impact it has, what value it brings, and how it can develop to better support more users, including those with lived experience of statelessness.
Share your views in our survey
We’ve launched an online survey to find out more about our Index users. The survey is open to anyone who has engaged with the Index, whether you are a civil society organisation, government official, academic, journalist, someone with lived experience of statelessness, or whatever your background. We want to hear from you regardless of whether you use the Index regularly, have been part of its development, or have accessed it just a couple of times.

This period of reflection is crucial for planning and ensuring the ongoing sustainability and value of the Index. Your feedback will shape the future of the Statelessness Index, including to help us develop the Index to better reflect lived experience and serve those who are most affected by statelessness. It will also help us demonstrate its impact to funders and partners, and direct resources into developing new features that matter for those working to address statelessness.
